Note: It is impossible to describe his appearance without diving a little into his personality and history. Trust me, they connect.
Once upon a time (4 years ago, actually), Vico Veneto looked so normal that a person passing him in the street would not look twice at him. That, of course, would have made him the perfect spy if he could actually lie. Which he can't, unfortunately. Now, he was very disappointed at this fact (his normal-ness, not his ability to lie. Well, yes, he's quite disappointed about that too, but it doesn't come into play here) so he tried to, of course, spice himself up.
Once upon a time, Vico had short, brown, boring hair. His eyes were also a boring, normal-coloured brown. He was 155cm tall and weighed 51.5 kg. He was not happy about any of that. (Granted, there were upsides: like nobody bullied him for his normalness, but he wanted to stand out!) So, when he was 13, he decided he would change everything!
And he did. First, he quit the private school his doting parents made him attend. Next, he enrolled in the Mafia Academy for young Mafioso (really, he should've done this step first, but what the heck, he was accepted). And lastly, he walked into the best hairdressing stall in all of Italy and didn't come out until an hour later, with his hair in a messy surfer cut, and violet streaks running through his hair. Ah, now that looked better.
Next step: contacts! Because everyone wanted to see those 'dazzling green eyes that mirrored the torment' or 'icy blue eyes that stared deep into the soul', and nobody liked 'boring brown eyes'. He debated a long time on whether to have blue or green contacts. In the end, he got silver ones. Hey, they looked cool, okay? He even managed to grow a few cm, so that he was now 166cm tall and 61kg.
And that was how Vico introduced himself to the Mafia underworld.
After that, he really wasn't worried about how he was dressed. Suits were good and fancy, but only for formal situations. Leather was not good for anything of the kind, so he promptly gave all his leather to his boss-at-that-time. Jeans were nice so long as he didn't do anything too acrobatic, so he chose those for casual strolls (and undercover work) and nice, loose-fitting black clothes for missions.

Personality:
One must understand that Vico is not the brightest needle in the haystack. Erm...brightest lightbulb in the house? Brightest reindeer's nose...whatever. In fact, to put it bluntly, he's quite stupid. He will fall for pretty much anything in the book. Not to mention sarcasm is completely lost on him and he won't understand any jokes that start with 'knock knock' or 'why did the chicken...'
Having said that, one might wonder why any Mafia family would have wanted him, let alone how on earth he ended up in the Chiavorone family. For a full account, please go to the history. But back onto the personality track. You see, Vico is a very resourceful kid. He likes science, and he likes books, so he'll read anything science-related and condense the book and report back in half an hour. That's a lot of help when you're trying to make bombs or something.
He's also a very friendly kid, which is good for undercover work. Nobody will suspect a nice 16-year old boy to be from the Mafia, surely! And he can eat a lot. (Okay, so that wasn't related to Mafia stuff, but it's part of his personality) Oh, and he likes chocolate. But even if he's good at undercover work, he's not good for spy work (which is different, I tell you. Spies infiltrate, undercover people just listen. Or at least, that's what I'm on about.) because he can't lie at all. Quite sad, really.
Postive Traits:
Enthusiasm
Vico is a driven individual. Once he finds something he likes, you can be certain he will never stop his work until he has completed it. Of course, that would be extremely good for missions and other things like that, except for the fact that he never is interested in missions/paperwork.
Honesty
As aforementioned, Vico cannot lie. Repeat: Cannot. Not 'will not'. Cannot. When he lies, his tongue will tie itself, he will go bright red and start twirling his thumbs and not meet your gaze.
Friendly
He really is a nice guy. Promise. Maybe.
Negative Traits:
Gullible
Because Vico is so honest (not that he wants to be), he automatically expects everyone else to be honest as well. And of course that doesn't work, and he's very very gullible. Very. Oh, and he doesn't quite understand sarcasm.
Attention-seeking
I think the 'appearance' section says a lot about this. Vico doesn't want to be normal. Vico wants everyone to pay attention to him. He wants to be awesome! (Not that he's doing a particularly good job right now)
Dodgy
Vico is always kind of dodgy. He never really gets anything 'done', he stands out way too much, he's enthusiastic in an annoying way and he's all-round dodgy.

History:
Vico isn't exactly sure when his birthday is, because his parents had a way of making the date jump. Whenever he asked his parents when his birthday was, they always said it was 'tomorrow'. Even if he asked a week after his last birthday, it was still 'tomorrow'. So he doesn't know his actual birthday, but whenever anyone asks, he'll reply with a 'tomorrow'. But he'd been counting Christmases and knew 16 of those had passed, despite him having celebrated at least 29 birthdays.
Vico was an only child to very nice (and rich) parents, so everything money could buy was shoved onto him. As a result, his bedroom-that-was-the-size-of-a-house was crammed so full there was no visible floor. He just managed to pass the tests at his private school each year (like the majority of other students), so he was just about the most normal guy in the school.
And of course he didn't like that (as stated in the appearance section) so he quit the private school, cut off contact with his parents and joined the Mafia at 13. Now that was cool, in his eyes. Of course, he started off in the Mafia Academy where nobody really wanted him, but eventually he was accepted into a family. It was very small and called the Tomaso Family. He was accepted at 14 with only two full years of training (13 and 14) because they didn't seem to have any particular requirements to fill.
Unfortunately, Vico didn't like the fact that Naito Longchamp (the Boss) drew more attention than he did, so he went off to the most boring Family he could find. Not surprisingly, not many Families wanted him after he told them his previous Family. But a nice woman called Aria from the Giglio Nero took pity on him and took him in.
Vico didn't like the Giglio Nero because it was too boring, and one of the members (Gamma) really hated him for some reason. So working together with Gamma for the first and last time, they managed to push him into another Family: the Chiavorone. Now this one, he liked. Their Boss was cool (but Vico still stood out more), had a funky hairstyle, and he had a turtle! What more could you want?

N/A;; Vico doesn't trust them. He really doesn't think they run on science.
Abilities:
He likes guns (so happens to have a bunch of handguns). And bought himself a nice, light bullet-proof vest, because that's completely possible 7 years later. Vico was given enhanced night-vision goggles from Dino for his 15th birthday. They run on Sun flames ('activation') so they work a lot better than the usual lot. He also uses a dagger. Yeah, he's not very creative.
